Expanded Health and Safety Training Requirements

For years, California’s 15-hour Health and Safety training requirement was generally met at the facility level. Childcare centers were required to have at least one director or teacher who completed the training, while other staff members who worked directly with children were not necessarily required to complete it.

AB 150, Chapter 25 of the Statutes of 2026, expands this requirement. Health and Safety Code Section 1596.866 now extends the training requirement to the following individuals:

  • All staff providing childcare at a daycare center

  • All staff providing childcare at a family daycare home

  • Each substitute adult providing care in a family daycare home under Section 1597.63

Previously, the requirement did not extend to all childcare center staff, and substitute adults in family daycare homes were not included in the same way.

The impact is significant for childcare providers. For example, if a daycare center employs four staff members who provide care to children, the number of individuals required to complete the 15-hour health and safety training could increase from one to four.

The key change is not the training itself, but the number of people required to complete it. Childcare employers and family daycare home licensees must now pay closer attention to staff training compliance to ensure that everyone covered by the expanded requirement receives the necessary training.
